Association  demands action against absentee teachers

ITANAGAR, Aug 23: All Pip-Sorang Gram Panchayat & Chairperson Welfare Association (APGPCWA) in a release alleged that some teachers, especially teachers appointed under SSA mission, posted in Pip-Sorang are not attending classes regularly hampering the smooth running of schools.

APGPCWA alleged that some SSA teachers posted in Pip-Sorang are preferring in contract works in capital complex over their teaching profession which is very unfortunate.

While demanding the Kurung Kumey deputy commissioner and DDSE to instruct those irregular teachers to stay at their respective posting places and join duties immediately, the Association also demanded to hold up salaries of those absentee teachers.

Meanwhile, the association demanded the  DC to submit the utilization certificate of PYKKA of the previous year to the directorate of sports and youth affairs to get fund released.

 

Union calls for equal distribution of SPA fund

ITANAGAR, Aug 23: All Palin, Chambang, Yangte, Gangte and Tarak-Landi Students Union (APCYGTSU) has  said that it has requested the health minister for equal allocation of SPA 2010-11 fund  to all the assembly segments of Kurung Kumey district for balanced development. The union claimed that though a huge amount of SPA fund has been released under health department for the district, the fund was diverted to only Koloriang segment and  Palin, Nyapin and Tali assembly constituencies are deprived of the fund.

ITANAGAR, Aug 23: The Chambang Town Youth Association (CTYA) has appealed to administration and various department to work with dedication and sincerity in order to  make Chambang one of the  developed circles of Kurung Kumey district. The Association also urged both education and medical departments to perform up to the satisfaction of the people.

 

Formation of committee opposed

ITANAGAR, Aug 23: The people including intellectuals, land owner of Rumbang and Higio Anchal segment in Kurung Kumey have opposed the reported formation of Rumbang and Higio Anchal Joint Land affected Committee under NLCPR road project from Chambang to Phaa, 30 km phase, said Higio Anchal Samiti member Hidung Nike claimed in a release. He said  the  said committee was formed without the knowledge of GB, HGB, panchayat leaders, intellectuals of the Rumbang and Higio Anchal segment.

 

ACCUYA appeals

ITANAGAR, Aug 23: All Capital Complex Unemployed Youth Association (ACCUYA) has appealed to the Capital Complex Auto Welfare Association to follow the traffic rules strictly  and keep their auto in particular place in market area in order to avoid any parking problems for other vehicles. The Association also appealed to the traffic police to enforce traffic rules in letter and spirit for smooth movement of vehicles.

ITANAGAR, Aug 23:  All Capital Complex Youth Welfare Association (ACCYWA) has appointed Tai Roket as general secretary in place of former GS Dolang Tako who resigned from the post  on personal ground.

 

‘Cancel transfer order’

ITANAGAR, Aug 23: All Tagin Students Union has appealed to the director of health service to cancel transfer order of doctors from Daporijo district hospital.

Claiming that 11 eleven doctors of the hospital have been transferred without relievers within six months, the union said Upper Subansiri district being  one of the malaria prone zone, requires adequate number of doctors to tackle any unwanted health hazard. It further said that such transfer of doctors without reliever which is not acceptable.

 

Condolences

ITANAGAR, Aug 23: The officers and staff of Rural Development Department today mourned the death of Kaushik Kumar Chakravarty, joint BDO, RD, who died after prolonged illness on August 20.  

Late Kaushik joined the service as regular PA under RD on April 18, 1983 and later promoted as joint BDO.   The staff observed two minute silence as a mark of respect to the departed soul and prayed to Almighty for his eternal peace.

Kargu Kardi Welfare Society (KKWS) deeply mourned the death of Tumke Bogo, HGB of Bogo village under Darak circle in West Siang district, who died on August 20. The death of Bogo is irreparable loss to both his family and the  KKWS,  the society said. The society members prayed for eternal peace of his departed soul.

 

APSTA formed

ITANAGAR, Aug 23:  The representatives of various NGOs, social activists in a coordination meeting held  under the chairmanship of  Christopher Tayeng constituted  the Arunachal Pradesh Sepak Takraw Association (APSTA) at Forest Inspection Bungalow, Namsai on August 9. The 15-member executive body of the Association included Lalringsang Ralte, (chairman NE zone WFFI) as president, Christopher Tayeng, (executive member WFAAP)- working president and  Chau Tewa Manpoong,  Tako Opin, Issac Kimsing, Chikseng Longchat and Jogkam Jogka – vice presidents and Chau Suvat Mowke as general secretary.

The house also decided to organize a coaching camp for the selection of state team for participation in the forthcoming Sepak Takraw National Championship to be held at Cuttack, Orissa from Nov 10 to 14.

 

Jr Taekwondo team leaves for Ranchi

ITANAGAR:  The Junior Taekwondo team of Arunachal Pradesh led by  Deepak Gurung has left Itanagar yesterday for participation in 31st Junior National Taekwondo Championship scheduled to be held at Harivansh Tana Bhagat Indoor Stadium, Ranchi (Jharkhand) from August 26 to 28. Bini Chukam also accompanied the  team as coach.

Meanwhile, the All Arunachal Taekwondo Association (AATA) lauded the sports authority of Arunachal for extending financial support to the team for successful participation in the championship.  

 

Teachers asked to join duties

ITANAGAR: The authority of Govt ME School Lengdung under Balijan circle requested the two teachers who have been posted in the school two months back, to join the school and report for duties immediately.

Inspite of the fact that the students of the school have been facing problem in their studies due to shortage of teachers, the two teacher posted in the school in the month of July last have not yet joined the school, the teacher-in-charge of the school said in a release.

AAPSU not happy with HPC on Chakma-Hajong issue

ITANAGAR, Aug 23: A delegation of All Arunachal Pradesh Students’ Union (AAPSU) led by its president Takam Tatung and general secretary Tujum Poyom called on Chief Minister Jarbom Gamlin today at his office and apprised him of the letter issued by the J P N Singh, Director (NE-II), NE Division, Ministry of Home Affairs, Govt of India.

The delegation, briefing the Chief Minister about the content of the letter, asserted that the High Power Committee under the chairmanship of Joint Secretary (NE), Ministry of Home Affairs which was constituted to examine various issues relating to settlement of Chakma/Hajongs in Arunachal Pradesh, is adopting a dilly-dallying tactics.

The apex students body has received so many letters from the Home Ministry containing only the future meeting but it has never given a particular date for the all important issue.  

“Almost one year has passed since the constitution of the Committee but no concrete steps have been taken by the Home Ministry,” AAPSU lamented. “Chakma-Hajong is an age old issue but lackadaisical attitude and insincere approach by the successive government in the Centre and the State have halted further progress of the issue. It remained in the same stage where it was.”

Both the Governments have failed to fathom the gravity of the situation. Incident at Mpen near Miao, Changlang is still fresh in people’s mind. The land of indigenous tribal possessing valid documents was usurped by the Chakmas. In Khatan near Wakro in Lohit also the community land of the Mishmi were encroached upon, AAPSU said.

These are not the solitary cases. There are so many such incidents where the locals had to bear the brunt. There is much possibility that Mpen and Khatan issue would recur in near future in those areas where Chakmas are illegally inhabitating.

AAPSU strongly urged the Forest Department to evict the Chakma who have encroached virgin land in Mpen and Khatan.

 It also urged the State Government to make Khatan as the headquarter of Arunachal Scout.

Khatan was unanimously selected to be proposed as the Headquarter for Arunachal Scout in the Federal Assembly at Ziro, last year.

Meanwhile, the Chief Minister has assured to seriously pursue the Chakma/Hajong matter to a fruitful end, AAPSU claimed.

AAPSU would be moving to New Delhi to seek an audience with President of India and Central leaders on the Chakma/Hajong issue.

 

IMYO advocates for PPP model in tourism sector

ANINI, Aug 23: The Idu Mishmi Youth Organization (IMYO) has appealed to the State Government for initiating public-private partnership in running tourist lodges built across the State to facilitate accommodation for visitors in remote areas.

The organization called on the State Minister for Forest and Environment to immediately initiate the modulation for running tourist lodges and to grant funds for maintenance of buildings.

Drawing the attention of the ministry and the office of the Principal Chief Conservative of Forests (PCCF), it brought the case of one tourist lodge at Anini which is in dilapidated condition and run by forest department.

The organization said the building was temporarily handed over to Jawahar Navodaya Vidyalaya (JNV) authorities for accommodation to students. After the JNV management shifted to its own campus a year back, the tourist lodge is now without a caretaker and unfit for accommodation, IMYO said.

The organization said there is shortage of accommodation for people coming to district and said the tourist lodge of forest department can provide for much needed accommodation in Anini.

 

Ration sorties bring succor to people

SEPPA, Aug 23: The recent ration sorties by Eastern Air Command (HQ), IAF Shillong for the people of  Bameng, Khenewa, Chayangtajo and Pipu has provided much needed succour to the people of the area who were facing serious food crisis due to disruption of road communications.

While appreciating the State Government for materializing 10 sorties thus almost solving the food problem, East Kameng deputy commissioner Tope Bam said that another two ration sorties planned for remote Sawa circle headquarters had to be abandoned due to unsuitable helipad/landing ground.

Initially, the IAF Pilots were reluctant to perform the assigned national duty, which is a part of disaster management, due to inclement weather and on pretext of not having refueling facility at Seppa. However, the ration sorties were made possible only after constant persuasion of the deputy commissioner. DIPRO

 

Vocational education camp under KSY held

ITANAGAR, Aug 23: The ICDS Project in East Kameng district has conducted 2 days vocational education camp under Kishori Shakti Yojana (KSY) at Pampoli, Seppa on  Aug 11 and 12. Altogether 30 adolescent Girls (AGs) and Anganwadi Workers/Helpers from the nearby villages have participated. The objective of the camp was to empower Adolescent Girls, especially the deprived section by giving them basic training on various fields for self- dependence. The KSY is an initiative of union ministry of Women  and Child Development.

Inaugurating the programme as chief guest, R F Rimo, ZPM appreciated the initiative of the ICDS Project and urged to conduct such programmes frequently including awareness about other schemes of the Department for the benefit of  rural local population. He also advised all the participants to take maximum benefit from the training.

Lian Moyee, the Deputy Director (ICDS),  district ICDS Cell, Seppa who was the Guest of honour as well as one of the Resource persons urged upon the AGs present to be very concentrative during the various training classes. SC Tok, CDPO of the ICDS Project had outlined the objectives and the need of such vocational training for AGs.

Resource persons from various department like Textiles & Handicraft and ICDS, Dr. K. Lapung, DRCHO, L. Moyee,  Jaro Lingfa, Academician and Gunia Nabom, SCO have also took classes on their respective disciplines.

 

Posting of teachers demanded

ITANAGAR, Aug 23: While lauding the education department for introduction of commerce stream in Govt Hr Secondary School, Yazali, the Lower Subansiri District Nyishi Students’ Union (LSDNSU) has appealed to the Education Commissioner to take steps for immediate posting of Accountancy teacher in the said school.

In a memorandum to the education commissioner, the union said that beginning of commerce classes will not be possible from  current session unless an accountancy teacher is posted  in the  higher secondary school.  Despite introduction of commerce stream two years back, no accountancy teacher is posted in Yazali Hr Sec School  for far, the union said. The union  further said that the school has no vice principal and political science teacher and history teacher had been transferred without relievers last year.  It appealed to the Commissioner to  issue directives to the appropriate authority for posting of Political Science, History teachers and a vice principal for smooth running of the higher secondary school.

 

APB&OCWW Board awareness campaign held at Tezu

Tezu, Aug 23: Arunachal Pradesh Building and Other Construction Workers Welfare Board, the lone board which is working for the welfare of workers of the state for the last couple of years, has conducted an awareness meeting here today.

Speaking on the occasion, Board Chairman Jalley Sonam called upon the labourers and construction workers of the Lohit district to avail the benefits under Building and Other Construction (Regulation of Employment & Condition of Service) Act, 1996 and the Building and Others Construction Workers Welfare Cess Act, 1996 which provides them with housing loan of Rs 50,000, tools advance  Rs 5,000, medical assistance Rs 5,000, marriage assistance Rs 2,000 each for two children, maternity assistance Rs 1,000, educational assistance, old age pension and disability pension Rs 150 per month. Besides financial assistance of Rs 15,000 against normal death,  Rs 50,000 against accidental death and Rs 1,000 for funeral purposes.

He informed that the amount of benefits would be increased soon and as per last year’s assurance 10,000 registered workers children would be provided bag and free exercise books from this financial year.

He advised the labour community work cooperatively. He also urged the HoDs and Officers of the district to extend help to the labour community of their respective department.

Further, urging all the department and private companies to deposit 1% cess to the Board, Sonam informed that penalty would be imposed in case of any failure by those department to deposit the 1% cess.

Sonam further informed that the Board is also planning to conduct medical camp for workers/labourer at far flung places of the state and to establish a labour guest house at Itanagar and also ear marked disaster relief fund for labour community. ADC, W Khimhun while lauding the activities of APB&OCWWB advised the worker community of the district to extend their full cooperation to the Board for the welfare of the worker community and the board.

He  also informed that, The district administration along with HoDs of the district had conducted a meeting recently in which labour welfare activities, particularly on timely payment of labour wages, was discussed .

Anjaw, Labour Office J Krong highlighted about APB&OCWWB and Cess Act%. He also advised the labourer to get registered their name with the Board so that they can avail the various benefits from it.

AAPWU Eastern Zone Secretary Sanu Tamang said that the awareness campaign carried out by the Board is for the welfare of the labourer and the Government. He aso advised the workers to register their name with the Board.

The zonal secretary appealed to the Board chairman to take up medical fund provision in all the district head quarter of the state for the labourers and also urged him to initiate step for maintaining seniority basis while regularizing the services of contractual labourers.

Indian National Trade Union Congress, Lohit district president J Namchoom advising the workers to dedicate themselves in their duties urged for registering their name with the Board. The MGNREGA card holder and labour of private company and organization can also register their name with the board to avail the benefits, he added.

Lohit District, Labour Officer G Jongkey and DFO T Pertin also spoke on the occasion.

The meeting was actively participated by All Arunachal Pradesh Workers’ Union Tezu president S Khrotong and general secretary Yalum Ama and Anjaw District president Jothanso Pul, women wing president Melaisi Yun and various AAPWU block secretaries and INTUC members of the both the district.

On the occasion, free exercise books were distributed to all the 560 workers, who attended the awareness meeting.

Anna movement gains support from far flung areas of Arunachal

Anini, Aug 23: Along with rest of the country, Lower Diabng Valley has joined Anna Hazare’s crusade against corruption.

The street of Anini, the district head quarter of Lower Diabang Valley,was full and flocked by Anna supporters and the crowd roared anti corruption slogan.

The candle light peace march was pioneered by Idu Mishmi Culture and Literary Society (IMCLS). Huge and zestful participation of students, village youths, and senior citizens grew larger and intense with the march of the crowd. Large number of female population also actively participated in the march to show their deep concern on the issue of corruption.

Each one carrying a candle; shouting slogan expressed soliditary on the issue and affirms their support till its attainment.  Vowing to move in hand with Anna’s movement against corruption, public showed their anguish over the Govt.’s dual policy with regards to Jan Lok Pal Bill.  

“We dream of a country free from corruption, we want to breathe in a country free from corruption. Jan Lok Pal Bill is our ultimate hope for realizing our long cherished dream into reality, said one of the Anna supporters.

Few of the youths are also planning to join corruption movement shortly at Ram Lila Maidan, if Govt. delays further.

All Arunachal Pradesh Forest Workers Union also extended support to the movement launched by the Anna Hazare against corruption. It appealed to the Central Govt to accept demands of Anna while approving the Lokpal Billa in Parliament.

Meanwhile, Bazar Welfare Committee (BWC), Naharlagun would take out a peaceful road rally at Naharlagun tomorrow to express its solidarity to the on-going nationwide movement led by Anna Hazare demanding for a ‘strong’ anti-corruption law.

The rally which would start at Sector-A, Naharlagun would pass through the main road before culminating at Itanagar Capital Complex DC’s Office complex.

All the business community of the Naharlagun township would participate in the rally.

All the business establishments within the Naharlagun area will remain closed till the programme is over, a BWC release said.

Meanwhile, Basar Area Anti -Corruption Forum (BAACoF) formed today with Marge Basar as President is organizing a candle light procession in New Market Basar tomorrow at 5 pm in support of the Anna’s crusade against corruption. All are expected join the candle light vigil.

 

AMASA  lauds state Govt

Bomdila, Aug 23: Hailing the State Government for announcing the name of two young lady Everesters Anshu Jamsenpa and Tine Mene for the prestigious State Award (Gold Medal), Arunachal Mountaineering & Adventure Sports Association (AMASA) president Tsering Wange said that the State Award and the accompanying recognization will serve as a great inspiration to other Arunachalee youths in general and sports persons in particular.

By selecting them for the State Award, the State Government has identified and recognized their outstanding achievement in the field of mountaineering and adventure sports, said Wange in a meeting here today.

He also made a special mention of CM Jarbom Gamlin, Tourism Minister Pema Khandu, Sports & Youth Affairs’ Parliamentary Secretary R T Khunjuju and several other legislatures for their wholesome support in Team Arunachal’s Mt. Everest Expedition.

Wange also expressed heartfelt gratitude to Governor Gen J J Singh for his unprecedented support to the mountaineer duo.  Governor’s Secretariat was also the first to shoot a quick letter to Indian Embassy Kathmandu to help out Anshu Jamsenpa when she was attempting her second summit to create a world record in mountaineering.

AMASA Secretary Sange Lhamu said that Anshu and Tine have made the whole of Arunachal and North East India proud by their sheer determination, perseverance and hard training in mountaineering.

She also credited their success to the Department of Youth Affairs & Sports who moulded and guided them all along.

In the meting, issues like early setting up of National Institute of Mountaineering & Allied Sports (NIMAS), organizing joint Adventure programme with Indian Army and follow up action on Memorandum submitted to Hon’ble PM Dr Manmohan Singh for promotion of adventure sports and adventure tourism in the  State were discussed.

The meeting was also attended by Nima Lama, who successfully sumitted Nepal Peak 7168 mtr last year.

 

PR leader opposes retention of non-wage material component under MGNREGA

ITANAGAR, Aug 23: Parsi Parlo CD Block Anchal chairperson Ha Takia has opposed the retention of non-wage material component under MGNREGA at district level.

Reacting to the letter issued by the director of rural development to DC cum DPC of various districts  for ‘retention of non-wage material component under MGNREGA at district level’, the Anchal chairperson said that  retention of 40 per cent of the fund (non-wage) at the district level  is not acceptable as it goes against the spirit of NREGA Act 2005. The letter however said the DPC shall release the non-wage component to the BDO-cum PO as per their requirement.

The nature of objective of MGNREGA scheme is to generate wage employment so that each house hold gets opportunity to get 100 days wage employment in a year, the panchayat leader said. He further said funds under this scheme is to be released to programme officer cum block development officer being the implementing authority and according to the Act there is no provision to implement it at DPC or ADPC level.

Impact of climate change

 

Animals and plants are shifting their natural home ranges towards the cooler poles three times faster than scientists previously thought.

In the largest study of its kind to date, researchers looked at the effects of temperature on over 2,000 species. They report in the journal Science that species experiencing the greatest warming have moved furthest.

The results helped to cement the link between climate change and shifts in species' global ranges, said the team.

Animals like the British comma butterfly, for example, has moved 220km northward from central England to southern Scotland in the last two decades.

There is also evidence that more species seem to be moving up mountains than down. But studies had stopped short of showing that rising temperatures are responsible for these shifts in range.

Analysing the range shifts of more than 2,000 species - ranging from butterflies to birds, algae to mammals - across Europe, North and South America and Malaysia over the last four decades, they show that organisms that experience the greatest change in temperatures move the fastest.

The team found that on average organisms are shifting their home ranges at a rate of 17km per decade away from the equator; three times the speed previously thought.

Malpractices will not bring any development

Dear Editor,

We on behalf of the Right to Information Bureau (RTIB) under the banner of All Arunachal Contractor Welfare Association (AACCWA) would like to ask the Govt, particularly, the rural work department and civil supply department as to why the work for the construction of Food Corporation of India (FCI) godown at Sagalee/Rach village has been carried out without inviting any NIT. The construction of such big godown needs technical hands which should be provided in competitive way to the most capable and experienced firm in such field. But the work has been awarded to the individual firm/individual without examining the experience and capabilities of  the firm.

Such malpractices will not bring any development in the state rather it will jeopardize the development of the state leading to poor quality of works. Therefore, we strongly urge the department concern to clear their stands on the issue as to why such important construction work was awarded to individual firm  without floating any tender depriving the experienced and capable firms of the state.

Honour  the sentiment of citizens

Dear Editor,

We resent the government dancing to the tune of the corporates. The matter is related to the 1750MW lower Demwe Hydro Electric Project. A gram sabha meeting was conducted on 17th August 2011, at the Parshuramkund complex for diversion of forest land at Kandey area required for the project township. The member secretary of Wakro gram panchayat presided as the chairman of the gram sabha and the panel comprised of officers from the administration and forest department. We attended the sabha on behalf of the " Lohit Valley Dam Affected Citizens Forum " to get acquainted with the proceedings of the maiden gram sabha, much to the disappointment of the project authorities. We discovered that they resented our unexpected attendance, who cautioned the gram sabha members not to pay heed to us.

  The primary purpose of the gram sabha was to consult the local people for the diversion of forest land for the project. It's pertinent to mention that, the panchayat extension to schedule area act 1996 has laid down the provision that, the gram sabha at the appropriate level must be consulted before making the acquisition of land in the schedule area for development project. The central government has made it mandatory for diversion of forest land to be acquired by a resolution to be passed by the Aam or gram sabha stating that the project is in the interest of the local people. This would further facilitate the process of forest clearance. Secondly, in compliance with the provisions of the" Recognisation of the Forest Rights Act 2006, the landowners were advised to claim community rights over the forest land residing there prior to 13th Dec 2005 by filling-up the prescribed forms.

 Much to our surprise, when the turn for passing of resolution arrived, the chairman announced that people other than those from the two clans (representing Kandey area ) should leave the sabha, for reasons best known to him. It's apparent that either he did it at the behest of the project authorities, who were conspicuously orchestrating the whole show or he was ignorant with the provisions of the panchayat extension to schedule area act.  It says that in this process not only the affected people who have the right to participate, but any concerned person or an organisation can put their comment on record in front of the panel. To make the process more meaningful and effective, it is very important to have an informed citizenry, which is not happening here. On the contrary, the authorities at the helm of affairs dictate their terms on the citizens, though covertly. Jubilant after obtaining the environmental clearance post farcical public hearing, it seems that they are taking the citizens for granted. Their sinister attempt to segregate the affected citizens and their policy of divide and rule would rather impede the smooth sail of the project. Henceforth it's expected that the authorities concerned would honour the sentiments of the citizens and refrain from stifling the voice of the citizens, paving way for their meaningful and effective participation during the ensuing gram sabha meetings starting from 23rd August 2011 onwards.
